Michael A. Castelle, Sr is a hands-on National Fair Practices Coordinator for the American Federation of Government Employees, Council of Prison Locals. First appointed in 2000, and elected in 2001, he is one of the longest serving Executive Board Members in the organization.  Michael has been elected five consecutive times.  He has been voted in several times by acclamation.  NFPC Castelle brings to the table more than 28 years of AFGE membership. He has a vast knowledge of the Agency's EEO policy and its programs.  He incorporates and applies Federal Sector EEOC Rules, Laws & Regulations consistently when discharging his duties. Michael entered the Agency in 1984 and before becoming the NFPC he served as President of Local 2052 for more than 10 years from 1989 - 2000; where he represented more than 300 active and retired employees.

Michael is striving towards a working environment free of discrimination and harassment of all forms sexual/non-sexual and equality to all people with and without physical or mental disabilities is his sincere desire.  Daily he corresponds with leaders in the field representing the membership and assists with discrimination complaints in the workplace.  Michael has incorporate the prevention of discriminatory practices in agency policies consistently and eliminated barriers for all staff.  He has been instrumental in getting the agency to formulate workgroups to deal with discriminatory practices and retaliation in the workplace.  NFPC Castelle strives to ensure fairness and equality for all he represents. 

NFPC Castelle oversees six Regional Fair Practices.  Presently, Michael serves the Council is numerous other ways as a mentor, trainer, organizer, and EEO lobbyist.  He has participated in bargaining the national collective bargaining agreement, adjudicated numerous cases successfully before the Merit Systems Protection Board, Equal Opportunity Commission (EEOC) and in arbitration as a local and national figure. NFPC Castelle continues to play a vital role nationally for CPL.  He presently serves also as the Chairperson for the Union in National Policy Negotiations and Chair of other workgroups.
