Dave Gardner is a six (6) year veteran of the United States Army. He began his Bureau Career in 1991 as a correctional officer at FCC Terre Haute. He is currently the Union President for AFGE Local 720 and has served in that capacity for sixteen (16) years. He started as a shop steward and has also held office as the Local Secretary and Vice President. In his nineteen (19) years as a Union representative, he has represented hundreds of bargaining unit employees in investigations and disciplinary actions, filed numerous grievances and unfair labor practices, negotiated two (2) Local Supplemental Agreements (LSA) and numerous Memoranda of Understanding (MOU), and participated in local and national policy negotiations. He has been the Union advocate in more than forty (40) arbitrations and has successfully filed exceptions to arbitration awards with the Federal Labor Relations Authority. He has prevailed in four (4) portal-to-portal cases against the agency, resulting in fourteen million dollars in back pay for bargaining unit members. He has devoted the bulk of his BOP career to helping bargaining unit members and is proud to represent one of the best locals in the BOP, as well as the best council in AFGE.
