Michael Meserve

CPL-33 Western Regional Vice President

Michael Meserve is the Western Regional Vice President for the American Federation of Government Employees’ Council of Prison Locals, representing the facilities in Arizona, California, Hawaii, Oregon and Washington State. Michael was elected as Western Regional Vice President in September 2011. Prior to taking this position, he served as the CPL National Legislative Coordinator (2010-2012), the Western Region Fair Practices Coordinator (2008-2011), and Local President, AFGE Local 1218, FDC Honolulu (2005-2011).

Michael has been involved in Union activism since he was a kid. When he was young, his Dad was the President of the New Hampshire State Carpenters Union. Mike has fond memories of trips to the state union hall for meetings, and of going with his Dad to Washington DC while he was attending to Union business. Later on, following a career change, his father became the State Vice President of the Rural Letter Carriers Union. Again, he often brought Mike along to meetings, barbeques and other Union functions. Years later, when Mike himself became a letter carrier, the first thing he did was join the Union. He wasn’t an ‘active’ Union member for several years; he just did his job and paid his dues. It wasn’t until he accidentally made an enemy out of a powerful Postal Service manager that he developed a keen interest in his rights as an employee. Over the next several years, he became a shop steward, area steward and then a State Executive Committeeman for the Rural Letter Carriers Union. After fifteen years as a letter carrier, he transferred his federal service to the Bureau of Prisons, and joined AFGE Local 1680 (FCI Terminal Island) during his IF class. He was soon appointed to be the Local Legislative Coordinator, helping to keep the membership up to date with congressional actions that affected the Bureau, and initiating phone calls, letters and e-mail in support or in opposition to those legislative issues. When he transferred to FDC Honolulu in 2003, he continued to be active, doing what he could to help people whenever he was asked. He was elected Vice President of Local 1218 in 2004, became President in 2005, and was re-elected by acclimation in 2007 and 2010.

Michael has been active in national policy negotiations, and is currently a member of the Anti-Harassment Joint Policy Committee and the Chairperson for the Union in the National Joint Policy Committee over Trust Fund Policy.
